Week 14 Discussion

A policy is a set of principles and guidelines that govern the actions and decisions directed towards particular goals.

Q 2:

Public policy – The type of policy created by governmental bodies to guide the behaviors of individuals and institutions under the different government jurisdiction

Private policy – The directives and guidelines created by nongovernmental organizations to guide their operations

Health policy – The set of decisions made to promote the health of individuals and reduce health inequalities

Social policy – The directives and guidelines created to promote the welfare of the public

Organizational policy – The administrative guidelines that direct the decisions, positions and statements that represent an organization (Roux, & Halstead, 2017)

Florence Nightingale was one the first formally trained nurses and the pioneer of modern nursing. She was born in 1820 in Italy. Nightingale studied nursing at Deaconess School. Some of her key contributions in nursing include the development of the early definition of the nursing profession, the concept of evidence-based practice, meta-paradigms of nursing, public health, ongoing nursing education and nursing informatics (Masters, 2013). These concepts provided the basis for the development of the modern nursing curriculum and theories. Nightingale founded the Nightingale School of Nurses.

Q 4:

Lillian Wald was a pioneer of public health nursing in the U.S. She was born in 1867 in Ohio. She influenced the concept of a school nurse, lobbied for nursing education at institutions of higher learning and helped to create the first nursing care insurance program. Wald founded the National Organization for Public Health Nursing (NOPHN). The organization was instrumental in the creation of the public health nursing standards (Lundy, & Janes, 2014). These standards were adopted by the NLN after it merged with NOPHN. The standards guide NLN’s decisions regarding the accreditation of nursing schools.

Q 5:

Margaret Sanger was one of the pioneers of public health. She was born in 1879 in New York. Her main contributions to nursing relate to matters of contraception, pregnancy and childbirth. She advocated for family planning education and created the first birth control clinic in America. Sanger also founded the Planned Parenthood Federation of America (Masters, 2013).

Q 6:

The International Council of Nurses (ICN) is a non-governmental nursing organization that represents a federation of nursing organizations in different countries. ICN’s mission is to promote quality nursing care for everyone, ensure a satisfied and competent nursing workforce, strong healthcare policies and nursing knowledge development (Glembocki, 2013). It gives nurses an international voice in matters of professional practice, regulation and socioeconomic welfare.

Q 7:

The Nurse Licensure Compact Administration (NLCA) is a nursing organization created to protect and promote public health by ensuring compliance with the rules and regulations governing the nursing practice in the different states (Roux & Halstead, 2017). The mutual recognition of nurses’ licenses among NLCA member states allows interstate practice while ensuring that each nurse remains accountable for his or her practice.

Q 8:

Jeanne’s scenario represents the adoption stage of the policy model. In this stage, the proposed policy is debated among the interested parties who then decide whether to accept or reject the policy. Jeanne and her co-workers are not comfortable the new responsibility described in the organization’s policy and have engaged the state board of nursing to advise them on the best way to address the current problem. The board’s declaration that the new responsibility imposed on the nurses is outside their scope of practice means that the policy will not continue to the implementation stage.
