In my opinion, no target environment is ever stable or predictable. Numerous individuals are under the belief that they are immune to crime but thousands of individuals are subject to crime each day so how could all think that it could not happen to them. I have heard so countless individuals stating, “The only thing that ever remains constant is that everything alters”. Additionally this holds accurate for target environments. Technology alters and individuals become wiser. With this, the rule should become wiser. If alterations are not established then offenders will always have the ability to outsmart the law.
