The week #2 and #3 readings provide historical, legal, and institutional context underlying disaster management policies and practices in the United States. Students may have noticed some common themes in the readings. For example, many of the readings relate to the concepts of federalism and intergovernmental relations as they relate to disaster management authority and responsibilities in the United States. It may be argued that federalism offers both benefits and challenges when compared to other countries that concentrate more disaster management authority with a central government.
For this assignment, use critical and creative thinking to address the following question:
Should the United States centralize or decentralize authority and responsibilities for disaster management?
In other words, analyze the benefits and challenges associated with centralization and decentralization from a disaster management perspective. Your short essay should state and explain key concepts for the benefit of the reader, demonstrate comprehension of course materials, and conclude with one or more inferences or “takeaways.”
At a minimum, use the weekly readings to support your analysis; external references are not required. A title page and abstract are not required; otherwise, follow American Psychological Association (APA) formatting and style guidelines. Be sure to include a list of references at the end of the essay, and in-text citations as required by APA style guidelines. This assignment will be assessed using the HLS Writing and Analysis rubric.
